Nature of Work:
This is a professional, technical, and managerial position within the bureau of capital planning & engineering. Work involves directing the city’s traffic engineering & operations, transportation, and right-of-way permit activities as well as supervising staff, contractors, and additional collaborative or cross departmental teams. This role will perform professional engineering work in planning, developing, programming, designing for the city. It will also lead efforts in designing and implementing transportation/traffic engineering plans and capital improvement projects in compliance with city, state, federal regulations. In addition, the role will review private development plans, assist in preparation of capital improvement budget, and assist in programming of projects for the city council.
Essential Functions:
Manages and coordinates multimodal transportation planning and project initiatives with the project team, ensuring pedestrian, bicycle, transit, and accessibility considerations are addressed, and provides recommendations to guide project design and implementation.
Works on multimodal corridor and area-wide transportation studies in collaboration with the project team and stakeholders, reviews analyses, and recommends context-sensitive strategies for pedestrian, bicycle, transit, and vehicular operations.
Manages and coordinates the City’s Neighborhood Traffic Management and Traffic Calming Program with the project team, including resident petition processes and technical evaluations, and recommends traffic calming measures such as speed humps, alley bumps, pedestrian crossings, LED blinkers, and curb extensions.
Reviews developments, private projects affecting the public right-of-way, coordinates with the project team and internal/external stakeholders, evaluates traffic and multimodal impacts, and provides recommendations regarding access, circulation, and mitigation measures.
Plans, organizes, and supervises the activities of the traffic engineering section. Participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the City.
Prepares memos, ordinances, resolutions, contract documents, and intergovernmental agreements for City Council discussion and approval for items related to code amendments, projects and plans concerning traffic & transportation engineering.
Assists in developing capital improvement project recommendations regarding traffic, pedestrian, bicycle, and transit facility improvements including traffic signal and street light projects. Identifies Federal, State and other funding sources, prepares grant applications and recommends capital improvement budget.
Investigates traffic safety and operation concerns of elected officials, citizens and civic groups. Initiates and implements appropriate traffic control operational and safety measures within established federal & state regulations and guidelines, city code and engineering practices.
Prepares Requests for Proposals, Qualifications, and Bid documents for capital improvement projects, and recommends contract approval to the City Council. Manages contract negotiation and administration of consultants retained for infrastructure improvement or planning purposes. As Project Manager on these projects, holds and conducts community engagement public meetings and surveys to receive feedback. Oversees construction contracts.
Manages the City’s Neighborhood Traffic Management program. Coordinates with City Councilmembers, residents and other City Departments. Attends neighborhood meetings and conducts resident surveys as needed prior to approval and implementation of stop signs, pedestrian crossings, speed humps, traffic signs and other traffic control measures.
Manages various permits in the City’s right of way including but not limited to dumpsters, sidewalk signs, newspaper racks, moving vans and overweight trucks.
Reviews, updates and administers City Code and develops written policies as related to transportation and traffic.
Reviews capital improvement projects and provides recommendations regarding traffic & transportation engineering design elements, traffic control and maintenance plans.
Reviews traffic and transportation design elements affecting the public right-of-way of private development projects and provides recommendations.
Reviews major street openings and obstructions in right-of-way by utility companies, transit agencies, private developers, contractors and recommends traffic control measures as needed.
Coordinates with other agencies such as Illinois Department of Transportation, Cook County Highway Department, Chicago Metropolitan Agency for Planning, Regional Transportation Authority, Chicago Transit Authority, Pace Suburban Bus, and Northwest Municipal Conference.
Analyzes traffic crash history patterns at spot locations or corridors.
Conducts traffic observations, turning movement counts, speed and volume studies.
Conducts traffic signal capacity analysis, reviews traffic signal coordination and timing plans and makes necessary adjustments and improvements.
Assists in the Safe Route to School program in coordination with the School District; reviews and makes recommendations for walk routes, school crossings, and circulation around schools.
Assists in the alley light program in coordination with ComEd.
May manage the private vendor bus shelter installation and maintenance program.
Attends and participates in city council meetings, committee meetings, conferences, and meetings of city management team as assigned.
Supervises trains, evaluates, and selects subordinate personnel in a union environment; monitors and evaluates employee performance; recommends merit increases, and administers disciplinary actions or corrective action as needed.
Consults with the city engineer and the director of public works on policy proposals.
Monitors budget for the area of responsibility.
Minimum Requirements of Work:
Bachelor’s degree or higher in Engineering or related field
10 years of experience in traffic engineering or related field
3 years supervisory experience.
Must have a valid State of Illinois Driver’s License and a clean driving record.
Knowledge, Skills, and Abilities:
Knowledge of the Manual of Uniform Traffic Control Devices (MUTCD), standards for implementing traffic signs and traffic signals; and the ability to interpret and apply federal, state and local policies, procedures, laws and regulations.
Understanding of all traffic management and traffic calming concepts, including speed control, stop signs, crosswalks, speed humps, traffic circles, and other traffic control measures.
Knowledge of traffic engineering principles and practices, including field survey and study methods as related to traffic research. Skills to review and evaluate traffic engineering plans & complex studies completed by others and ability to incorporate complete streets concept including parking.
Understanding of techniques applied to the design, construction and maintenance aspects in a wide variety of infrastructure projects, including street, traffic, and utilities.
Understanding of management of all phases of infrastructure projects, including preparation of RFP/RFQ as per federal guidelines, concept planning, design, construction and closeout.
Experience in overseeing and managing complex transportation and/or traffic improvement projects in excess of $1,000,000.
Ability to complete an accident analysis using raw data (accident reports) provided by others.
Ability to perform technical research work and render advice on complex traffic and civil engineering problems.
Ability to review complex private development projects and provide guidance/feedback on issues related to the public right-of-way and utilities.
Ability to successfully write and submit grant applications and successfully manage the received grants for state and federal grants.
Must be capable of submitting and overseeing permitting processes with IDOT, MWRD, and other regulatory agencies as needed.
Knowledge of Illinois Vehicle Code, AASHTO Roadway and Bicycle Design Guidelines, Highway Capacity Manual, NACTO Design Guidelines, and ITE Trip Generation.
Knowledge of ADA/PROWAG rules and practices as it relates to street and right-of-way.
Knowledge of street light design standards, technology, operation and maintenance.
Knowledge of fundamental principles of Public Administration and functioning of Local Government.
Ability to communicate effectively verbally and in writing.
Ability to perform a broad range of supervisory responsibility over others, including operations in a unionized environment.
Ability to hold neighborhood meetings, present plans and proposals, and explain technical concepts and abstract principles to lay people.
Knowledge computer and traffic signal timing software such as Synchro, Sim Traffic, HCM and techniques for analyzing and developing signal timing and coordination plans for improving traffic operations and mitigating impacts.
Ability to carry out multiple assigned functions independently and effectively with changing priorities.
Candidates with active professional engineering licensing, active professional traffic operations engineering certifications, and national incident management systems certification strongly desired. As a condition of ongoing employment, the candidate who fills this role will be required to obtain one or more of these credentials to continue employment with the city engineering team.
Candidates with master’s degrees will be given preferred ranking.
Supervision:
Work is performed under the general direction of the Bureau Chief - Capital Planning/City Engineer. Serving as the City’s traffic engineering expert, the employee will use independent judgment and initiative within broad policy limitations. Decides the proper methods of accomplishing the goals and objectives of the work performed by the section and exercises independent judgment in implementing the goals. Provides highly responsible and complex administrative support to the Bureau Chief – Capital Planning/City Engineer and the Public Works Agency Director.
Public Contact:
The employee has significant contact with elected officials, citizens, board and commission members, other department supervisors, contractors, consultants, outside vendors, citizens, and various agencies to resolve problems and improve service delivery methods.

NATURE OF WORK:
This is a professional position requiring the performance of a variety of civil engineering and project management tasks for city infrastructure improvement projects including multimodal transportation, utilities, and park amenities. Tasks include completion of engineering challenge studies, preparation of contract documents (plans and specifications), cost estimating, field inspection, field reports, approval of contractor pay estimates, and project closeout tasks. This position may also be responsible for the preparation of requests for qualifications and requests for proposals, as well as hiring and supervision of consulting firms for the purpose of planning, design and construction.
ESSENTIAL FUNCTIONS:
?Plans, designs, and directs construction and maintenance of civil site design, multimodal transportation, traffic calming, parking lots, alleys, water systems, and park amenities.
?Prepares contract drawings utilizing engineering drawing software.
?Prepares contract technical specifications in compliance with Illinois Department of Transportation and other industry standards.
?Prepares Division 0 and Division 1 in compliance with City of Evanston gu...idelines and policies.
?Prepares engineering cost estimates for capital improvement projects.
?Understands requirements of external agencies, such as the Illinois Department of Transportation, Illinois Environmental Protection Agency and the Metropolitan Water Reclamation District.

?Prepares and implements traffic signal timing plans for isolated intersections, arterial systems and the downtown grid system.
?Prepares and/or evaluates traffic and parking impact studies.
?Prepares memoranda and reports for internal and external use.
?May attend community and neighborhood meetings, including evenings and weekends, to listen to concerns, present plans, and resolve issues.
?May prepare presentations and present in public meetings to discuss infrastructure issues and recommendations for improvements.

?Drives a vehicle to job sites in various locations around the City of Evanston.
?Uses Personal Protective Equipment as appropriate to the task and environment.
?Provides technical oversight and coordination for Lead Service Line Replacement projects in collaboration with Water Utility staff, Public Works, and hired consulting firms.
?Reviews engineering plans, specifications, and construction sequencing for LSLR projects to ensure compliance with applicable regulations, standards, and City policies.
?Coordinates with internal departments to support permitting, resident coordination, and construction phasing related to LSLR work.
?Assists with field oversight during construction to verify conformance with approved plans and address constructability issues as they arise.
?Supports tracking of LSLR program progress, schedules, and key milestones in coordination with project team members.
?Prepare and submit applications for grant and loan funding, as well as providing documentation for reporting requirements once grants are received
MINIMUM REQUIREMENTS OF WORK:
?Must possess a bachelor’s degree in civil engineering, environmental engineering, or similar engineering discipline.
?Must have at least 5 years of experience in civil engineering.
?Must have EIT certification.
?Must possess and maintain a State of Illinois driver’s license and a safe driving record.
KNOWLEDGE, ABILITIES, AND SKILLS:
?Working knowledge of civil engineering theory, principles and practices.
?Ability to read and interpret engineering drawings and specifications.
?Understanding of various phases of municipal engineering, MUTCD and Highway Capacity manual.

SUPERVISION:
Work is performed under the general direction of a Senior Project Manager. Guidance is provided through rules and regulations, policies and procedures, unified work rules, union contract, personnel rules and OSHA. Additional guidance is provided by federal, state, and City traffic sign and control regulations, safety regulations, and sign manufacturing equipment manuals.

Will have contact with other city employees and contractors on a regular basis. May have periodic contact with the general public when in the field or at public meetings.
