 Principal Duties and Responsibilities for this position:

The Engineering Manager ensures effective coordination of in-house and consultant engineering services, supports capital planning and asset management initiatives, and provides technical leadership for complex engineering challenges affecting system reliability, resilience, and regulatory compliance. The Engineering Manager collaborates extensively with internal departments, member governments, regulatory agencies, and external consultants, and participates in or leads negotiations related to engineering services, technical agreements, and system interconnections.  Provides technical oversight for value engineering processes and constructability reviews. 
 Reviews plans, reports, and specifications to ensure compliance with standards, constructability, safety, and operational requirements. 
 Prepares sealed engineering documents or supervise the preparation of sealed documents in accordance with Florida law. 
 
 Technical Programs &#38; System Performance 
 
 Oversees the Agency&#8217;s Cathodic Protection Program, ensuring system integrity, regulatory compliance, and long-term asset protection. 
 Oversees and provides strategic direction for hydraulic modeling tools, system simulations, and hydraulic performance evaluations. 
 Provides leadership for system-wide hydraulic analyses, including support for emergency response planning, operational scenario evaluation, and system resiliency assessments. 
 Supports and coordinates engineering input to the Agency&#8217;s Asset Management Program in collaboration with Operations and Maintenance staff, including lifecycle planning and performance optimization. 
 Supports and coordinates engineering input related to utility conflicts, including identification, evaluation, and resolution in coordination with internal departments, member governments, and external utilities. 
 
 Engineering Services &#38; Internal Support 
 
 Manages the internal engineering support request process for troubleshooting, evaluation, and design assistance. 
 Establishes engineering service priorities and ensures timely and effective technical support to internal customers. 
 
 Capital Projects 
 
 Ensures Engineering Department staff effectively support capital projects by serving as engineering leads and subject matter experts, in alignment with the Agency&#8217;s established project management methodology. 
 Reviews capital project designs for constructability, consistency with Agency objectives, compliance with standard specifications, and compatibility with Operations and Maintenance requirements. 
 Participates in selection committees and in negotiations for professional engineering services contracts, amendments, and task authorizations. 
 Oversees the administration and performance of as-needed engineering services contracts. 
 Participates in decisions regarding the delivery of engineering work using in-house staff versus external consultant resources.
