Under general supervision, performs professional engineering work of complexity in the Engineering Division for the Metropolitan Sewerage District of Buncombe County.  Work involves plan review and engineering design related to Capital Improvement Projects, including sanitary sewer rehabilitation, treatment plant rehabilitation, and new construction projects undertaken by the District. Employee will provide overall project management and is responsible for designing collection system and treatment system improvements, preparing construction plans and specifications.  Employee will work with the public, contractors, Director of Engineering, and other MSD staff to explain project intentions, and to obtain and provide necessary information.  Employee is responsible for review and approval
