The City of Bell is recruiting for an exciting career opportunity in the Public Works Department. We are looking for a team player who will assist the Public Works Department and work to modernize the Department operations. The Associate Civil Engineer will provide professional administrative and analytical assistance to the Public Works Department with City-wide issues, programs or operations. Plans, organizes and conducts special analytical projects and studies and prepares routine and comprehensive reports. Incumbents are expected to perform the full scope of assigned duties.

DEFINITION
Under general supervision, designs and checks civil engineering projects consisting of streets, sewers, storm drains, and structures; checks engineering plans, estimates, reports and specifications for a wide variety of civil engineering projects; maintains engineering records and maps; performs other related duties as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general directions from the Public Works Manager and the Director of Public Works. Exercises direct and/or indirect supervision over professional, technical, and office support staff.
ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
Responsible for preparation of plans, specifications, and estimates for all types of public works improvements; oversees research and compilation of engineering, building, land use and construction documents in support of major citywide civil engineering projects.
Administer construction contracts; perform some project inspections.
Establishes design procedures; interprets the application of design criteria; check plans and specifications for accuracy of design and completeness.
Directs and performs investigations and recommends actions concerning traffic problems, building permits, street improvements and subdivision developments.
Collect and interpret data to estimate traffic demand and roadway/intersection capacity; determine optimum signal timing; collect and analyze count, radar, and accident experience data to provide recommendations for accident reduction.
Advises and assists the public on construction codes and standards and acquiring required permits; assists with consultants, contractors, builders, and the public during the design and construction stages with City requirements; assists developers, contractors, and the general public in plan checking to determine if they meet City requirements.
Checks engineering design plans for street improvements, sewer and storm drains; checks specifications, estimates and supporting data for accuracy and conformance to policy and standards.
Reviews site plans and determines the public improvements required by City code.
Issues permits as requested.
Checks field sites, checks legal descriptions, and assists in coordinating work between the contractor and the inspector.
Draws assessment diagrams and maintains assessment maps and rolls; spreads assessments for the various special districts.
Confers with engineers, contractors, and developers in relation to public works projects and subdivision plans and approves or recommends changes or modifications as necessary; interprets regulations from the subdivision ordinance and subdivision map act.
Establishes positive working relationships with representatives of community-based organizations, other agencies, City management, staff, and the public.
Supervises sub-professional employees in design, drafting, field work and surveying.
May make presentations to City Council, community groups, and the public regarding construction projects.
Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.
Perform related duties as assigned.
QUALIFICATIONS GUIDELINES
To qualify for this position, an individual must possess a combination of experience, education, and/or training that would likely produce the knowledge and abilities required to perform the work. A desirable combination of qualifications is described as follows:
Education and/or Experience:
Education equivalent to a Bachelor’s Degree from an accredited college or university in Civil Engineering and/or registration in the State of California as a Civil Engineer. Ability to communicate in Spanish is highly desirable.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
Public Works and engineering principles, best practices, and methods as applied to public works, utilities, and construction projects.
Modern methods, materials, and techniques used in the design and construction of a wide variety of public works projects.
Knowledge of engineering mathematics.
Knowledge of field survey and construction practices.
Modern developments, current literature, and sources of information regarding civil engineering, applicable federal and state laws and regulatory codes relevant to civil engineering design and construction.

Ability to:
Apply civil engineering principles and practices to the solution of engineering problems in the design and construction of public works projects;
Make moderately complex engineering computations to check and design the construction of a wide variety of public works projects;

Perform arithmetic calculations; Read and understand technical drawings and specifications; Collect, analyze, compile, and arrange technical, statistical, and related information;
Conduct research, analysis, and problem solving; compile information and maintain records; Interpret and apply federal and state laws, regulatory codes, and department policies and procedures.
Plan and organize work to meet schedules and timelines;
Communicate effectively, both verbally and in writing, with employees, contractors, the public and members of various organizations;
Work effectively with a wide variety of people including City personnel, state and federal agencies, private organizations and businesses, contractors, members of the public, and elected officials by consistently exercising tact, initiative, prudence, and good judgment.
Operate standard office equipment, a personal computer, and relevant software.
LICENSE, CERTIFICATE, AND REGISTRATION REQUIREMENTS:
Possession of a valid Engineer-In-training certificate issued from the California Board of Registration for Professional Engineers.
Due to the performance of field duties that may be required, the position requires the possession of, or the ability to obtain and retain, a California Class C Driver License by the time of appointment. Individuals who do not meet this requirement due to a disability or personal choice will be reviewed on a case-by-case basis.
PHYSICAL AND MENTAL REQUIREMENTS
Mobility – frequent standing or sitting for extended periods; frequent walking; occasional driving may be required, depending upon assignment; Ability to walk on uneven or slippery surfaces; occasional pushing/pulling; occasional bending, kneeling, squatting and crawling. Lifting – lifting, pushing, and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job. Vision – constant use of good overall vision for reading/close up work; frequent use of color perception and eye/hand coordination; occasional use of depth perception and peripheral vision. Dexterity – frequent repetitive motion from writing and using a computer keyboard; frequent grasping, holding and reaching. Hearing/Talking - frequent hearing/talking to others on the telephone and in person; occasional hearing of faint sounds. WORKING CONDITIONS
Work is performed in a typical indoor and outdoor environment on a year-round basis and requires travel to multiple locations to complete work. Work environments may be noisy. Within the outdoor environment, employees are exposed to inclement weather conditions, fluctuating temperatures, moving vehicles and equipment, and some exposure to fumes and chemicals. Employees may interact with upset or angry members of the public in interpreting and enforcing departmental policies and procedures. Positions may require occasional overtime or weekend work.

EMPLOYEE BENEFITS
Salary Range is based on current information and is subject to change. Appointments are normally made at the minimum salary.
Bilingual Pay: $2,100 per year for qualified employees. Tuition Reimbursement: Per the BCEA MOU. Overtime: FLSA Exempt Position. Insurance: Medical insurance for employee and one dependent. Dental and Vision Insurance is offered at the employees’ expense during the first 60 days of service, city paid coverage will be effective on the 1st month after the 60 days after appointment. Vacation: 96hours (12 days Based on 8-hour day), accruals increase based on years of service to a max of 32 days with 20+ years of service. Holidays: 12 paid holidays per year, plus 1 floating holiday. Sick Leave: 96hrs annual accrual; payoff of unused sick leave upon separation (According to City’s Resolution). PERS Retirement: Classic Employees will enroll in the Cal-PERS retirement program at 2.7% @ 55 plan; New employees will enroll in the Cal-PERS retirement program at 2% @ 62 plan; Employee is responsible for their 9% towards the CalPERS employee contribution. Social Security: employee pays 6.2% and city pays 6.2%. Deferred Compensation Plan available to all employees. Credit Union membership offers access to low interest loans and payroll deduction.
