General Purpose
This position is responsible for the supervision of the Power Systems Coordinators; and the design, installation, maintenance of BED’s supervisory control and data acquisition (SCADA) system and communication with field devices to ensure reliability of the distribution system.
Essential Job Functions
- Supervise, coach, motivate, and lead employees of the Grid Services area, including holding employees accountable for achieving desired results.
- Conduct performance reviews and develop training opportunities for Power System Coordinators.
- Supervise and assist the Power System Coordinators in the restoration of critical system outages.
- Prepare annual operating and capital budget for the Grid Services area.
- Perform SCADA network administrator tasks, upgrades, and replacement.
- Responsible for real time integrity, reliability, and documentation of the SCADA Network, SCADA Control System, and SCADA fiber system.
- Develop, design, and install SCADA servers.
- Develop, maintain, and update SCADA databases, point lists of data transferred between control center and field devices, calculations, screens/displays, and video wall.
- Responsible for developing, implementing, and maintaining SCADA security standards in collaboration with BED’s IT Department to ensure the integrity of the SCADA system.
- Assist with the design and configuration of network and communication systems for human machine interface, remote terminal units, intelligent electronic devices, distributed generation, microgrids, and battery storage.
- Assures compliance with all operating procedures related to SCADA and control center.
- Inform other department of field changes and operating characteristics of distribution devices.
- Learn and perform the duties of Power Systems Coordinator on an as needed basis.

- Bachelor of Science degree in Electrical Engineering, Computer Engineering, or related field with a minimum of eight (8) years’ experience in SCADA, servers and networks, or automation and PLC.
- Demonstrable proficiency with development and troubleshooting skills in real-time data acquisition system.
- Ability to keep abreast of current technologies and procedures.
- Must have demonstrated abilities in effective leadership, communication, and creation of environments in which employees feel supported, motivated, and highly productive.

- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
- Ability to understand and comply with City standards, safety rules and personnel policies.
- Ability to obtain and maintain a valid Vermont driver’s license required.
- Ability to attend evening meetings, and travel to conferences, workshops or other professional meetings required.
- Wear of personal protective equipment such as gloves, safety glasses, hard hat, fire retardant overalls, etc. is required when working outside.
- Ability to work outside where there is exposure to heat/cold or moisture, hazardous materials, energized wires/equipment, and traffic.
- Ability to work in and around energized, high voltage equipment, in accordance with all applicable safety requirements.
- Answering phone calls after business hours is required.
- Ability to work long hours to accommodate workload or emergencies.
- Provides after hours SCADA and outage restoration support during critical outages.
