1. Develops and implements short and long range strategies, plans, programs, and personnel that provide administrative, managerial support, fiscal management, program planning, and evaluation. 2. Determines goals, objectives, and resource requirements for activities within the division. 3. Develops, revises, and implements standard operating practice, policy, and procedure governing the division. Ensures division is in compliance with all governmental regulations, ordinances, directives, and city practice, policy, and procedure. 4. Assists in the development, management, and monitoring of the departmental budget, ensures department operates within appropriated budget. Recommends, and as applicable, approves major purchases and expenditures. 5. Acts as liaison to city departments, consultants, contractors, and governmental agencies. 6. Responds to and resolves sensitive inquiries and complaints, and issues from both internal and external sources. 7. Prepares and presents reports by compiling, reviewing, and analyzing data; provides written and/or oral reports. 8. Investigates and resolves consumer and citizen inquiries and/or complaints. 9. Presents to City Council, boards, county/state/federal officials, vendors, contractors, and the general public.

Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Engineering, Business, Natural Science, or Public Administration plus six (6) years of supervisory or management experience in the environmental field, public or business administration.
Masters degree may substitute for experience up to a maximum of two (2) years.
Licenses or Certifications: None.
Executive-level experience managing multi-media or multi-disciplinary environmental programs in a regulatory environment.
Experience assessing, strategizing, and implementing solutions for new challenges, technologies, and process improvements.
Experience leading a newly realigned division/department with a focus on conflict resolution, synergy, team building, and inspiration.
Experience applying an equity lens to environmental or stormwater operations to ensure the needs of vulnerable and historically underserved populations are addressed.
Experience with environmental data analysis, risk analysis, and emergency operations.
Demonstrated commitment to improving community resiliency in response to climate change.
Understanding of flood risk reduction best management practices.
Experience with City, State, and Federal environmental and floodplain regulations, including experience in intergovernmental coordination and legislative analysis.
Experience orchestrating and collaborating with internal workgroups, departments, and external stakeholders.
Professional political savvy experience working with residents, developers, city council, boards, commissions, and city management.
