Amherst College invites applications for the Manager of Central Utilities position. The Manager of Central Utilities is a full-time, year-round position, job group and level SM-2. Provide day-to-day direction for the central utility plant. Schedule and train a diverse set of personnel, their work plans, and compliance initiatives; develop procedures for specialized tasks, monitor progress, assess results, and evaluate performance in these areas; oversee and coordinate all contracted maintenance in the plant. Develop and maintain ongoing preventive maintenance programs for all related mechanical systems to ensure maximum efficiency and dependability.
Plan and implement the central energy management system, including programming, scheduling of installations, and interfacing with existing systems. Gather, trend, and report all relevant utility operation and energy use data for optimization of the plant, informing purchasing decisions and assist in planning for appropriate budgets. Develop and submit all required regulatory and compliance documentation for the safe and legal operation of the central utility plant. Advise and assist on all federal and state regulatory compliance-related issues.
Under the direction of the Director of Facilities Operations, anticipate needs, recommend purchases, and monitor budget spending.
The Manager of Central Utilities takes appropriate actions to support a diverse workforce and student population and participates in the College's efforts to create a respectful, inclusive, and welcoming work environment. In addition, the Manager of Central Utilities is part of essential services and should report to work, or remain on duty, even when the college is closed.
Design & Construction Review and advise on the design and planning of all new construction including renovations to campus utility systems and related mechanical systems. Review all specifications and submittals. Engage other department managers in coordinated initiatives across campus.
Requires attention to detail, problem-solving, organizational, interpersonal, project management, and communication skills, as well as the ability to multi-task and function efficiently under considerable time constraints.
Summary of Duties and Responsibilities
Oversee the safe and efficient operation of the Plant including maintenance, repair, planning, scheduling, and installation of all equipment and controls. Participate in energy procurement and fuel switching/arbitrage strategies. Provide support in the event of emergency calls. Prepare and manage the Plant's operating budget and coordinate with the Director of Facilities Operations on the preparation and management of Plant capital renewal budgets. Train and supervise a diverse staff. Maintain and implement Standard and Emergency Operating Plans. Conduct annual performance evaluations. Participate in capital project upgrades. Collaborate with other trades and services, including the Chiller Plant and Utility Distribution.
Provide knowledge of systems and engineering expertise related to the design, engineering, and operation of campus utility systems. Maintain permits and interact with various local, federal, and state agencies. Provide external support for architects and engineers as well as internal clients.
Bachelor's degree in Mechanical Engineering plus 7 to 10 years of relevant experience or an equivalent combination of education and experience, including supervision;
Must possess a Second Class Engineer's license.
Knowledge of general distribution systems; experience with cogeneration and utility-grade plant operation.
Experience overseeing and scheduling plant operators.
A minimum of 7 years experience overseeing successful renovation and construction projects.
