This position reports to the General Manager and has primary responsibility for energy trading and marketing strategy development, overall direction and management of energy trading and marketing commercial activities, including portfolio integrity, risk and capital allocation, product development and structuring, and business development activities. This position also oversees customer energy service programs. This position works closely with the General Manager in developing district strategy, forecasting financial performance of the front office and structuring strategic partnerships or energy asset acquisitions. This position is also required to report on business strategy performance to the Board of Commissioners. Provides direction to management staff; prioritizes resources consistent with the objectives of the Energy Resources Group; and functions as a member of the Senior Management team.

EF 25% Provides overall direction for Energy Trading, Origination, and Transmission Analysis functions.
EF 20% Develops and implements the long-and-short range strategic and tactical plans for Customer Energy Services, which is responsible for conservation, energy efficiency, customer solar programs, interruptible loads and other similar programs and technologies.
EF 10% Monitors, anticipates, and seeks to influence emerging issues affecting the energy market. Rapidly identifies when strategies are not working and takes corrective action.
EF 10% Ensures the management of multiple commodities in an integrated fashion to optimize return on capital at risk.
EF 10% Anticipates and develops new products and services for customers and power purchasers. Identifies market opportunities for new products and services and works with the risk management to develop and properly price the offerings.
EF 10% Supports, through the power marketing program, the protection of the District’s natural resource and recreation programs associated with hydropower assets. Ensures programs comply with Federal regulations. Manages stakeholder relations.
EF 5% Develops the processes for identifying energy assets that can enhance the District’s strategic position in the market.
EF 5% Ensures continued process improvement within the group to maximize profits, resources and minimize risk, time and costs.
EF 5% Serves on the Risk Management Committee contributing expertise toward the overall management of District risk. Works with other departments in the District to improve information flow and decision making.
Supervises two (2) subordinate directors and one (1) manager who supervise a total of 21 employees in the Energy, Planning and Trading and the Customer Energy Services departments. Also supervises one individual contributor. Is responsible for the overall direction, coordination, and evaluation of the division. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

A Bachelor's degree (B. S., B. A.) from four-year college or university is required, or the equivalent combination of education and experience. Candidates with a master’s degree or CFA are preferred.
Requires a minimum of 10 years energy/utility industry and environmental management experience. Candidates with seven (7) years progressively responsible experience in energy marketing & trading, with experience in deal structuring, working with investors/counterparties to make trading deals, working with counterparties to develop and sell new energy related products, or similar activities are preferred. Candidates lacking energy marketing & trading experience, who have diverse industry management experience will also be considered.
A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment.
