This newly created position applies superior customer service skills, CADD software, engineering and construction knowledge to manage and administer civil engineering/municipal engineering projects, assist internal and external customers, design and prepare engineering plans and contracts and provide construction oversight. Assists in the management of the City’s National Floodplain Insurance Program (NFIP), Community Rating System Program (CRS) and the National Pollution Discharge Elimination System Permit Program. Will assist the public and other City employees in person or by telephone with inquiries regarding planning, zoning, floodplain elevation, development, construction, etc. by answering questions and delivering superior customer service. This position involves the application of professional engineering knowledge and skills to the management of design, construction and inspection of public works projects. Work is performed with considerable independence under the general supervision of the Public Works Manager - Engineering.
Must possess professional engineering judgement and strong project management skills to effectively and efficiently organize and coordinate projects. This position requires knowledge of the principles, practices, laws, ordinances, statues, and regulatory requirements for Illinois Department of Transportation (IDOT), Kane County Department of Transportation (KDOT), Motor Fuel Tax (MFT), and Illinois Environmental Protection agency (IEPA). Requires effective skills in written and verbal communication, report writing, editing of written materials, interpretation and analysis of technical and statistical information, and proficiency with software programs such as MS Office suite, Geographic Information Systems (GIS), and Microstation CADD or Autocad software advanced features to create properly designed and formatted documents.
Must possess a Bachelor’s degree in civil engineering or construction engineering, a minimum of two (2) years of civil engineering experience with construction inspection experience a plus. Desired knowledge of floodplain management and the CRS and stormwater modeling. Possession of a certification for “Certified Floodplain Manager” (CFM) from the “Illinois Association for Floodplain and Stormwater Management” or the receipt of one within twelve (12) months of commencing employment. IDOT Documentation certified or the receipt of such within eighteen (18) months of commencing employment. Engineering Intern license preferred or ability to obtain within two (2) years of commencing employment.
Applicants must be able to lift 50 lbs. If selected, successful completion of a background investigation, physical, functional capacity evaluation and drug screen are required.
