DEFINITION: Under limited supervision, manages the design and construction of the City’s Land Development Projects and provides engineering support to other City projects.
DISTINGUISHING CHARACTERISTICS: This class is distinguished from others in the engineering series by performance of the most complex engineering duties of the division, including the full scope of management responsibility for particularly sensitive and/or large and complex CIP or Land Development projects.
SUPERVISION RECEIVED/EXERCISED: Receives direction from the City Engineer or his/her designee. May exercise direct supervision over professional and technical support staff.
ESSENTIAL FUNCTIONS (include but are not limited to the following):
Manages and monitors the design and preparation of construction plans and specifications; supervises, monitors and participates in Capital Improvement Project management; reviews design and preparation of plans, specifications and engineering data; reviews and recommends improvement plans for approval; determines the development standards and requirements for CIP and/or land development projects.
Works with private developers and engineers to interpret city policies and ordinance requirements, develops conditions of approval, reviews plans, and coordinates the work involved in processing privately sponsored residential, commercial and industrial projects.
Prepares recommendations for revisions or adoption of municipal ordinances, standards or policies affecting CIP and/or land development inspection.
Reviews plans, maps, permits, legal descriptions, easements and specifications of development projects and encroachment permit applications.
Reviews and approves technical studies for land development projects and transportation and operations planning.
Calculates fees and issues permits; assists customers at the public counter, answers inquiries by the public and city staff.
Coordinates design and construction projects with other city departments, agencies and citizens; supervises and administers public works construction projects; oversees professional services construction contracts; coordinates, evaluates and monitors construction activities by contractors and professional services from consulting firms.
Prepares and controls the division budget including authorization of expenditures, administration of contracts and administration and monitoring of grants; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; participate in the preparation of the City's CIP plan, including preliminary and final cost estimates.
Directs all activities of assigned division including day-to-day operations; manages and accomplishes the complex and varied functions of the division; develops and directs the implementation of goals, objectives, policies, procedures and work standards for the division.
Designs, supervises and participates in the preparation and review of drawings, maps, grade sheets, profiles, plans, specifications, estimates and reports relating to a wide variety of private and public construction projects.
Ensures personnel are in conformance with recognized standards and operating procedures and pertinent local, State and Federal rules and ordinances.
Provides continuing technical assistance and actively participates in right of way acquisition and inspection of public works projects.
Prepares and directs the preparation of a variety of written correspondence, reports, agenda statements, procedures, and other written materials.
Confers with other City personnel, representatives of public and private agencies and the public regarding problems, projects and complaints.
Represents the department at City Council meetings, other public and private agencies and during legal proceedings.
Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on slippery, level and uneven surfaces, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification):
Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Land Development Engineer. A typical way of obtaining the required qualifications is to possess a Bachelor's degree in civil engineering or a related field and five (5) years of progressively responsible engineering experience with a focus on municipal construction/design and project management, including two (2) years of supervisory experience, or an equivalent combination of education and experience.
License/Certificate: Possession of, or ability to obtain, a valid class C California driver's license. Possession of a valid California Professional Civil Engineering License is desirable, but not mandatory.
