Nature of Work Under the direction of the Manager of Maintenance and Construction – T&D, the Technical Services Supervisor is responsible for the supervision of Technical Services staff in managing all aspects of high voltage substation construction, maintenance, and operation, and providing technical electrical support to other divisions.
DUTIES AND RESPONSIBILITIES:
*Provide for the safe construction, operation, and maintenance of substation equipment and facilities.
Supervise staff by planning and overseeing daily tasks and activities, coordinating training activities, establishing procedures and guidelines, evaluating job performance, coaching for improvement and recommending personnel actions. Perform or assist with hiring, promotion, transfer, and discipline or termination of staff. Oversee and administer apprenticeship programs and training for Technical Services employees.
Oversee and instruct crew leaders, other employees, and contractors in the construction and commissioning of high voltage electric substation apparatus, complex protective relaying and controls, SCADA equipment, communications systems, and load management equipment in accordance with established utility practices. Oversee all substation construction activities, including workmanship, commissioning and testing procedures, and the record keeping associated with these tasks. Confirm all work is performed compliant with Engineering designs.
Oversee and instruct crew leaders, other employees, and contractors in the testing, repairing, and maintenance of high voltage electric substation apparatus and associated equipment in accordance with established utility practices and regulatory standards. Oversee all substation maintenance and activities, including developing maintenance and testing procedures and the record keeping associated with these tasks. Confirm all work is performed compliant with applicable North-American Electric Reliability Council (NERC) regulatory requirements. Conduct internal audits to ensure compliance to NERC standards. Coordinate data reporting to external NERC audits and develop corrective action plans as required.
Prioritize, plan, and lead electric system major maintenance and capital projects in order to meet system needs and maintenance goals. Projects may include construction of utility substation equipment or the procurement of specialized maintenance equipment. Perform project management duties for assigned projects.
*Organize efforts as needed with RPU staff for electric maintenance and construction needs.
Oversee and manage the annual work planning and daily scheduling processes for Technical Services, including establishing work priorities; establishing and managing maintenance cycle plans, inspecting work sites; reviewing work orders; initiating requisitions for equipment and materials; assigning and inspecting work to the Technical Services staff. Supervise contracted maintenance programs. Confirm the proper reporting of labor and materials for cost accounting purpose. Develop and monitor metrics for these processes to measure effectiveness. Prepare periodic reports relating to performance of the substation systems and status of work in progress.
Collaborate with safety staff in determination and implementation of section safety requirements and training programs. Conduct audits to ensure compliance to safety rules/procedures. Ensure crews are compliant with all industry safety practices and procedures as governed by OSHA, APPA, and RPU standards. Confirm all safety precautions and protective equipment are available and used.
Provide consultation and technical recommendations regarding necessary maintenance and/or upgrades to the electric substation systems, test equipment, and tools.
Assist the Manager of Maintenance and Construction – T&D. *Prepare and administer annual operating and capital budgets for the Technical Services section facilities, equipment, and personnel.
Participate in departmental planning meetings. Participate in or lead construction coordination meetings for assigned projects.
Assume the duties of the Manager of Maintenance and Construction – T&D during his/her absence.
When needed, make presentations to staff and the public regarding RPU's electrical system and safety.
Perform other duties as assigned or necessary.
Education and Experience Completion of an accredited four year college electrical engineering program AND three (3) years of full-time employment experience in a combination of utility power system protective relaying and controls, electric substation equipment maintenance and construction, and electrical testing, with at least two (2) years of technical leadership or supervisory experience. OR Completion of an accredited two year college or technical school electrical program AND five (5) years of full-time employment experience in a combination of utility power system protective relaying and controls, electric substation equipment maintenance and construction, and electrical testing, with at least four (4) years of technical leadership or supervisory experience.
Licenses and/or Certifications Minnesota Class D driver's license
Desirable Qualifications Special Training and experience in protective relay and control theory and applications relating to electrical apparatus; computerized electric equipment software and testing systems; electrical substation equipment maintenance and operation; electric revenue metering; and high voltage electrical safety. Experience in equipment software by test equipment manufacturers such as Doble, Omnicrom, and Meggar. Minnesota Journey or Master Electrician license
