POSITION DESCRIPTION
Under the direction of the Assistant General Manager (AGM) of Infrastructure, the Manager of the Construction Management Bureau (CMB) is responsible for overseeing construction of the San Francisco Public Utilities Commission’s (SFPUC) water, wastewater and power capital programs and projects, including the $4.6 billion Water System Improvement Program (WSIP), the Sewer System Improvement Program (SSIP), the Hetch Hetchy Improvement Program (HHIP), and the annual Water and Wastewater Rehabilitation and Repair (R&R) Programs. Duties and responsibilities include (i) directing construction managers and other construction-related staff engaged in monitoring construction activities to ensure contractor compliance with all contract documents (including design drawings and specifications, as well as standard specifications), and all applicable government regulations, including City of San Francisco ordinances, from start of construction through construction completion of all SFPUC capital projects; (ii) developing and updating all CMB business processes, procedures, and systems; (iii) defining construction management (CM) resource requirements (in-house and consultant) and overseeing staff resources and functions for construction management of projects during the project construction and closeout phases; (iv) managing constructability reviews during the preconstruction phase; (v) managing CMB budgets, including its annual operating budget, as well as capital program- and project-specific budgets for CM services; (vi) anticipating the information needs of the SFPUC General Manager, AGM of Infrastructure, staff, Program Directors and others, and sharing information effectively.

With additional responsibility as the WSIP Deputy Director of Construction, the CMB Manager also reports to the WSIP Director within the Infrastructure Division matrix organization, and collaborates with the WSIP Deputy Director of Pre-Construction on assignments and establishing priorities of the WSIP Regional Project Managers (RPMs). Essential functions of the Manager of the CMB include: setting objectives and priorities, and developing strategies for the management of construction activities; providing leadership and technical direction to CMB staff and CM consultants regarding management of construction contracts and execution of work within budget and on schedule; and implementing all applicable City and SFPUC policies. In addition, the Manager of the CMB must anticipate and proactively resolve problems/issues to mitigate construction risks; foster cooperation internally within the CMB, the Infrastructure Division, and the SFPUC; maintain effective external relationships with other City and government agencies, community groups, contractors, labor unions, consultants, and project stakeholders; and make presentations before the Commission.

*Note: Appointments are normally made in Range A ($148,772 - $189,878). However, appointments in Range B ($189,904 - $219,804) may be considered. In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance, Retirement Plan; Deferred Compensation Plan; Social Security; Long-term Disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

MINIMUM QUALIFICATIONS
1. Possession of a bachelor’s degree in engineering or construction management**; AND
2. Twenty (20) years of professional experience involving construction management of major capital programs and/or projects for water, wastewater, power and other infrastructure facilities, of which fifteen (15) years should include management and supervisory experience as the lead Project Construction Manager for at least three (3) relevant, verifiable heavy, civil type projects with construction contracts valued at $50 million or more, including at least two (2) water/wastewater related projects with features such as treatment plants, large diameter pipelines, pump stations, and/or reservoirs; AND
3. Current registration as a Professional Engineer (in any state in USA) in Civil Engineering or an equivalent engineering discipline; OR current Construction Manager Certification Institute (CMCI) certification as Certified Construction Manager (CCM); AND
4. Possession of a current valid driver’s license in the State of California.

** Since only a limited number of universities have offered construction management degrees for an extended period of time, other bachelor’s degrees, such as degrees in business administration or construction related fields, will be accepted as long as the candidate possesses the required professional experience.

Desirable Qualifications
1. Knowledge of and experience in overseeing construction projects in a multi-year, multi-billion dollar capital improvement program.
2. Experience working for or being integrated as part of a public agency.
