The City of Oxnard's Public Works Department is seeking a Associate Traffic Design Engineer with technical design and professional engineering skills to be part of the Engineering team.
DEFINITION: Under direction, the Associate Traffic Design Engineer, performs a full array of duties assigned including designing and carrying out of construction traffic related projects such as traffic signals, street improvement, street alignments, and median modifications; demonstrates a full understanding of all applicable design manuals, policies, procedures and work methods associated with assigned duties; occasionally assists in the training of lower level traffic engineering positions; performs related duties as required.
DISTINGUISHING CHARACTERISTICS: The Associate Traffic Design Engineer is full journey level class responsible for designing traffic engineering systems including signals, striping, alignments, sidewalks and medians. This classification is distinguished from the next high classification of Traffic Engineer by the latter's performance of more complex Traffic Engineering projects and its supervisory responsibilities.
SUPERVISION RECEIVED/EXERCISED: Direction is provided by the Traffic Engineer. Incumbents occasionally provide training and exercise technical and functional supervision over lower level traffic engineering staff during projects.
WORK SCHEDULE: The normal work week is Monday-Thursday, 8:00am-6:00pm, and alternating Fridays, 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is eligible for overtime pay.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
Performs the full array of duties assigned to classes in the Traffic Design Engineering including all phases of design of traffic engineering systems.
Demonstrates a full understanding of applicable design manuals, policies, procedures and work methods associated with assigned duties.
Performs in depth research and analysis on assigned projects.
Performs technical design of traffic engineering systems including construction drawings, project specifications.
Demonstrates a working knowledge of traffic signal timing and coordination concepts.
Prepares city council agenda documents and contract documents for review by appropriate support staff.
Prepares documents for federal aid projects and grant applications.
Attends and participates in pre-bid and pre-construction meetings.
Investigates various neighborhood traffic issues and prepares necessary traffic-control device, installation work orders.
Acts as project manager for various traffic engineering projects including reviewing invoices and changing orders.
Reviews and approves traffic control plans.
Coordinates with various staff including inspectors and other agencies including CalTrans. VCTC, and County of Ventura.
Reviews new development permits and perform traffic analysis.
Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
Performs other duties as required.

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for an Associate Traffic Design Engineer. A typical way of obtaining the required qualifications is
Education and/or Experience:
Possess the equivalent of three (3) years of directly related experience in traffic engineering work.
A Bachelor's degree in civil engineering or a related field.
Licensing, Certification and Other Requirements:
Possession of, or ability to obtain, a valid and unrestricted class C California driver's license.
Possession of a current Certificate of Registration as a Professional Civil Engineer in the State of California.
Additional certifications, licenses, endorsements and training may be required, depending on assignment. You may be required to submit documented proof of these requirements.
Highly Desirable Qualifications:
Possession of a Traffic Engineer's license.
Experience in the preparation of traffic signal, and sign and striping plans.
Familiarity with neighborhood traffic issues.
A working knowledge of traffic signal timing and coordination concepts.
Experience working on CalTrans projects and process.
