Arlington County's Department of Environmental Services is seeking an Operations Design Engineer to be part of the Transportation Engineering and Operations Bureau. This employee will be responsible for developing design concepts, reviewing plans, creating technical standards and guidelines and providing technical expertise for urban safety improvement projects. These projects include ensuring compliance with Americans with Disabilities Act (ADA) and pedestrian requirements, bicycle accommodations, transit operations, and evaluating shared curb space. This employee will also determine appropriate signage and pavement marking placement, assess operational safety of the roadway, and make recommendations for changes based on collected data, site surveys, investigation guidelines and policies/standards.
Drafting and reviewing AutoCad roadway design plans (i.e. sign & marking, pedestrian improvement, and Maintenance of Transportation), and preliminary design and concept plans to address operational safety concerns;
Reviewing site plans for school expansion and/or renovation projects and coordinating with Arlington Public School officials to provide technical expertise on safety operations;
Coordinating with other agencies and programs to provide technical support and expertise on transportation operations and safety matters;
Performing synchronization/capacity analyses and developing design alternatives for enhancements to the roadway network;
Conducting safety studies (i.e. all-way stop, pedestrian, collision, and speed) to develop short term and longer term design alternatives for small-scaled transportation enhancements to improve safety, access, and visibility;
Gathering transportation-related data and attending civic association meetings to investigate and respond to citizen concerns verbally and in writing;
Developing and evaluating procedural guidelines, technical standards, and policies for the application of mitigation measures to enhance safety and access for all users; and
Leading the review and updates to the County Code, the Standard Operating Safety Manual, the section's webpage, and the bureau's Sharepoint site.
Minimums: Bachelor's degree in Engineering plus two years of professional experience in transportation design and/or operations with a focus on multi-modal access, analysis, and safety.
Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.
