This position is responsible for planning, managing, directing, reviewing and evaluating the staff and maintenance activities of the Maintenance of Way (MOW). Typical duties include: Overseeing the rail maintenance program for all MOW equipment and facilities; development and implementation of preventive maintenance and warranty tracking programs; preparation and creation of work orders and managing work order system, testing and certification of all associated equipment; supervision and follow-up on all inspection, maintenance, repair, installation and alteration of traction power and catenary system, signal/communication system, track way and other right-of-way properties, inspections, preparation of cost estimates, inventory, recordkeeping, and safety.
Equivalent to Associates degree in electrical/electronic technology or a closely related field of study.
Five (5) years of experience in the maintenance and repair of maintenance of way related equipment, repair of track, signal, or traction power experience in a light rail environment; including a minimum of two (2) years of which were in a supervisory role, OR equivalent combination of education and appropriate related experience may be considered.
Employment for safety-sensitive positions is contingent on passing a physical examination performed by our examining physician.
Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and, subsequent to commencement of employment, will be subject to random, post- accident, reasonable suspicion, return to duty, and follow up testing.

LICENSES AND CERTIFICATIONS:
Valid Arizona Driver's License Position requires the incumbent to successfully pass the Rail Operator Training Certification program AND On Track Equipment Certification program in addition to maintaining ongoing education and training requirements of the position.
EXAMPLES OF DUTIES / KNOWLEDGE & SKILLS:

Supervises a staff of a 24 hrs/7 day operation; responds to emergency calls 24 hours a day, 7 days per week;
Supervises employees to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; assist with making hiring, termination and disciplinary recommendations;
Works with supervisors to coordinate, direct and evaluate the work of staff maintaining system elements in the areas of signal systems, fare collection system, fare vending, light rail System Control and Data Acquisition (SCADA), communications, traction power, track and other aspects of the right of way;
Maintains oversight and assigns work through the Maintenance Management Information System (MMIS.) Creates purchase requests for materials and outside of stock items so employees may perform their work; works with vendors as needed. Prepares work orders based on inspection findings; inspects and certifies completed work to verify conformance to specifications and regulations;
Assists supervisors in preparing, issuing, prioritizing and tracking MOW equipment and repair work orders; maintains accurate records of work performed utilizing MMIS software;
Utilizes MMIS to track all new equipment and preventive maintenance. Directs the maintenance, inspections and repairs of traction substation systems, overhead catenary system, charging systems, rectifiers, circuit breakers and other electrical substation systems as new extensions come online;
Maintains the Transit Asset Management (TAM) program including inventory control of assets sent for repair and calibration;
Gathers data and monitors the audit program for state oversight and the Federal Transit Administration (FTA);
Assists in establishing and maintaining preventive maintenance policies and procedures to achieve a safe, reliable, clean and efficient system;
Serves as point-of-contact and supervises the work and work product of consultants and/or related project contractors ensuring quality work products and timelines are met. Obtains vendor bids and coordinates with Procurement department;
Assists in the development of and conducts safety training; ensures staff follow safety and security procedures and any new practices are implemented as required;
Occasionally performs complex repair and troubleshooting while using hand and/or power tools and test equipment safely;
Assists in resolving complex problems and oversees the repair of light rail systems ensuring quality and conformance to specifications;
Oversees and delivers training for all MOW maintenance personnel;
Serves as a liaison with internal departments, public agencies, external organizations, and/or other interested parties;
Assists with departmental budget; monitors and forecasts expenditures; recommends purchases of equipment, solicits and evaluates bids;
Performs other duties of similar nature and level as assigned.

Theories, practices, methods, techniques used in the installation, testing, calibration, maintenance, troubleshooting and repair of electrical and electronic, hydraulic and pneumatic systems, supervisory control and communications systems, and devices applicable to a light rail system;
In-depth understanding of rail operations and safety practices;
Principles of preventive maintenance and cost control;
Methods and procedures used to repair and maintain high voltage electrical systems;
General safety rules and methods for safely handling hazardous materials; Blueprint and schematic drawings;
Written and verbal communication and presentation skills; Laws, ordinances and regulations governing electrical installation, maintenance safety and accident prevention.
Using computer and related software applications;
Monitoring and evaluating contractors' work;
Assisting in developing and implementing procedures, costs estimates, budgets, records and reports; monitoring preventive maintenance inspection program;
Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals;

Interpreting and applying policies, procedures, laws, and regulations;

PHYSICAL DEMANDS / WORK ENVIRONMENT:
Physical Demands: Positions in this class typically require; climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, fingering, grasping, feeling, talking, hearing, and seeing. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
Work Environment: Incumbents may be subjected to extreme temperatures, inadequate lighting, intense noises, and travel. This position requires working non-traditional and/or odd hours, including holidays, and may be called in to work anytime during emergencies. Incumbent may be subjected to working around high voltage electricity, in close quarters. A high degree of concentration and focus is needed.
