Department: Utilities and Environmental Initiatives
Position Summary: Performs professional level planning, organization, implementation, and management of the Utilities Electric and Water Capital Infrastructure program including all related design and review, coordination with other departments and utilities, project bidding, construction planning, budget management, schedule and construction oversight.
Supervision Exercised and Received: This position works under the general supervision of the Deputy Director of Utilities. This position supervises the Project Manager(s) I/II.
Essential Job Functions:
Assists the Deputy Director and coordinates with staff to develop the comprehensive Utilities Water and Electric Capital Program.
Establishes, coordinates and implements the Utilities Capital Infrastructure Program including system studies, related design and review, coordination with other departments and utilities, project bidding, construction planning, budget estimate and management, schedule and construction oversight.
Tracks and reports progress of projects and related budgets.
Policy and Procedure
Performs field site visits, inspections and enforces policies and procedures for compliance; attends public meetings.
Prepares and/or oversees assigned staff in the development and delivery of Council Memos, presentations, Public outreach information including processes, engagement activities and news media, and all other related communication material.
Coordinates and develops training and learning opportunities that further develop the skills and abilities of Utilities staff in the area of effective project management.
Responsible for capital projects from inception through completion including design, plans and specifications, project budget, coordination, permitting, construction, inspection, and testing.
Ensures compliance with Utilities standards, bid documents, and governing regulations.
Monitors work progress and quality of contractors. Identifies, researches and assists with solutions of problems with design and development.
Reviews and approves construction changes and payments.
Assists and supports other Utilities staff working on projects within their responsible areas.
As applicable, manages design team contracts, monitors design process, presents design work to city council for input and approvals. Reviews all design documents for accuracy and best design practices.
Supervises assigned staff and resources to achieve defined responsibilities, programs and projects.
Exercises leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing and resolving conflict, fostering a culture of accountability, clearly defining responsibility and expectation, setting goals, providing motivation and performance feedback, recognizing contributions and encouraging train and development.
Meets with assigned staff to identify and resolve problems, work activities, projects, and programs, monitors work flow, reviews and evaluates work products, methods and procedures.
Ensures that staff receive and utilize the training/development/knowledge and safety equipment necessary to safely perform and function in assigned areas of work.
Assists in the preparation of the annual budget including preparing cost estimates for capital projects.
Prepares project budgets, monitors expenditures to ensure costs do not exceed budget, forecasts financial requirements, approves payments, analyzes variances, and initiates corrective actions.

Education: Bachelor’s Degree in engineering or related field.
Experience: Four years of progressively responsible professional experience in project management and construction oversight, including 1 year of Supervision.
Technical Knowledge: Proficiency in Microsoft Word, Excel, and Email.
Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Registration as a P.E.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Desirable Qualifications: Possession of a PMP (Project Management Professional) certification.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.
Indoors: Office Environment
Outdoors/Off-site: Perform site visits to construction sites; attend meetings and conferences
Essential Physical Requirements:
Lifting & Carrying: Up to 25 lb. boxes, files, plans, etc. unassisted.
Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, seeing, driving, and hearing. Will be exposed to cold, heat, exhaust, fumes, etc.

Additional Salary Information: Hiring Range: $76,411 - $86,016
